LOCAL AUTHORITIES
• Dexia Public Finance Bank’s European
experience in funding local projects has provided a solid
basis for developing funding solutions for similar approaches
in the United Kingdom.
• Firm links have been built with a whole range of central
and local government and agencies, and the Group is well established
as a major arranger and funder.
• Typical activities include providing loan finance
for many County, Metropolitan, Unitary and District Councils.
In these cases, funding can be provided through traditional
long term loans but there is a particularly strong market
for our extremely competitively priced LOBO product (Lender’s
Option, Borrower’s Option). This is a long term loan,
which could have a maturity of up to 50 years, and which includes
a re-pricing option for the bank at a predetermined time or
times which can produce some very advantageous rates (in some
cases zero for an agreed period). This product has been well
tried and tested and with the sophistication of Dexia’s
Treasury operation, it creates a winning formula.

SOCIAL HOUSING
• The past decade has seen a significant revolution
in the provision of new social housing and renovation of existing
stock. Private Finance now outstrips public sector input for
capital works. Several billion pounds will need to be raised
each year.
• Dexia Public Finance Bank is a major player having
a substantial loan book and a significant market share –
we are the number one foreign bank in the UK market.
• The bank has developed a range of innovative packages
both in traditional finance and in financial instruments specifically
designed to assist with treasury management in this market
and which can be either ‘stand alone’ or embedded
within a loan.
• Because of its expertise, Dexia is capable of providing
Swaps of all known structures at the most attractive of prices.
These derivatives are well suited to optimise the costs of
long term funding.
• Funds have been provided for nearly 100 associations.
• Dexia has particular skills in structuring loans for
care homes, student accommodation and non-HRA new build schemes
for Local Authorities.
